Arch is being built to make unsupported claims visible for a local codebase. It is meant to help you see what was claimed, where it came from, what evidence and source basis exist, and what remains missing.
Arch does not decide that a codebase is correct. It keeps uncertainty visible so a developer can decide what to inspect next.
